Well, yes and no. In the last couple of weeks, there have been threats of ice storms, and for a city that has no salt, that can be a paralyzing event. About three weeks ago, we had a mild storm, and my school district (Round Rock) declared business as usual. Most other local districts either delayed the start of school or canceled altogether. As we got to school, the crossing guards told us that there was now a two-hour delay. So we walked home, and about an hour later the district went ahead and canceled classes. The trouble was that there were already about three hundred kids who had been dropped off at our school already, and they were stuck there for the day. The teachers had to stay and entertain them.
Fast forward one week, and there's another threat of ice, so after the first fiasco the district is the first to pull the trigger and cancel school the next day. Not a drop of precip fell the entire day. A few days later, another threat, and this time they opt for the two-hour delay. Not a drop of precip falls.
I know it's impossible to truly predict the weather accurately, especially when you're talking about icing conditions instead of snow. But the district has totally fucked it up this year.

I know that feel... My senior year of high school, we got hit with ice. The superintendent likes chaos, so she chose not to cancel, like all the surrounding districts did. It was chaos. Several people became acquainted with ditches, there was a small pile-up near the school, and one kid somehow plowed himself into a cop car. Basically, there was no first hour because we all came in super late.
Superintendent lady did not come to work that day.
